Our client is looking for an exceptional Finance Officer, with experience of budget control in particular contracts and finance forecasting, governance and funding.
This is a remote role, but must have own transport to attend meeting in Abercynon and Tondu.

Essential Skills and Experience

• Proven contract financial experience delivering key financial indicators and providing high standards of customer service
• Experience of managing finances that comply with finance regulations and legislation as well as a good awareness of corporate compliance
• Understanding of local / regional differences in the Welsh economy
• Awareness and knowledge of general business support available from public and private sectors in Wales
• Proven contract financial experience delivering key financial indicators and providing high standards of customer service
• Experience of managing finances that comply with finance regulations and legislation as well as a good awareness of corporate compliance.
• Decision maker who generates activity, can make sound choices based on balanced judgements to achieve results, maintains an awareness of broader service issues and has energy and commitment
• Effective in determining priorities, planning time, organising workload to establish measurable results, objectives and milestones for self and team.
• Satisfactory Disclosure Barring Service (DBS) check

Responsibilities
• Work with Entrepreneurship and Start-up managers to develop appropriate budgets and forecasts. Review budget proposals for accuracy and affordability.
• Present recommendations for funding requests to Head of Finance & Governance, contract stakeholders as well as managers
• Review financial performance of Entrepreneurship and Start-up contract and its projects. Including monitoring specific budget lines and proposing adjustments to utilise the contract funding effectively
• Monitor contract expenditure and coordinate related documentation, e.g. purchase orders. Collate financial data to provide monthly financial management information and reports, providing trend analysis and variance reports for Head of Finance & Governance and Head of Entrepreneurship and Start-up.
• Keep Delivery and Contract Managers appraised of status and availability of funds.
• Work with Finance Team to provide accrual, prepayment and cashflow information. Build understanding of key financial processes and promote sound practices within Business Wales Entrepreneurship and Start-up.
• Work with Head of Finance & Governance to develop risk-based approach for contract financial management.
• Ensure clear communication of financial matters. Monitor and review financial management information regularly and agree action plans to maintain on/return to target.
• Undertake any other duties as reasonably required
