We are currently recruiting for a Health & Safety Officer to support our client in Swansea. The Health and Safety Officer will have responsibility for managing the day-to-day Health, Safety and Environmental duties within the business.

Responsible for providing proactive HSE Advice and support in the Plant for matters including:
• Managing and implementing risk reduction initiatives;
• Working with Managers and employees to maintain a HSE system that promotes a culture of safe working practices across the Plant;
• Supporting the HSE Manager to ensure the Plant is compliant with current environmental, health and safety legislation, approved codes of practice, permits and guidance;
• Supporting the HSE Manager with Environmental Management;
• Supports the HSE Manager and Operations in implementing the UK and Global HSE Policies;
• In conjunction with the Training Officer ensures effective management of operational, compliance and HSE training.

ESSENTIAL FUNCTIONS

• Deputise for the HSE Manager as required;
• Will support where necessary the duties of HSE Coordinator to include maintaining HSE reporting systems, producing monthly reports to include accident data, IR trends and closed out actions;
• Responsible for ensuring the Company’s health, safety and environment policies are implemented consistently across the organisation;
• Will support the HSE Manager to ensure plant policies, procedures and practices are up to date and effectively communicated;
• Must understand and interpret HSE policies and procedures
• In conjunction with the HSE Manager develop and maintain Risk Assessments and hazard summaries;
• Will monitor the implementation and review effectiveness of corrective actions from accidents and incidents;
• Provide information & advice on relevant Permits to Work & Lock off systems;
• Will support with new starter HSE inductions when necessary
• Responsible for keeping up to date with changes to PPC permit requirements and report to Environment Agency as required;
• Will review HSE compliance calendar ensuring deadlines are met;
• Ensure that statutory inspections are completed within specified timescales and pass on remedial actions from inspection reports to Engineering Department;
• Will monitor remedial actions from statutory inspection reports;
• Will support Shift Managers, Shift Supervisors and Team Leaders to review Risk Assessments and Standard Operating Procedures when changes are made and new equipment implemented;
• Accountable for auditing the Plant by carrying out safety tours and inspections. Will report on findings and refer results/actions as required;
• Will support all areas of the Plant to deliver HSE objectives and promote risk reducing strategies;
• Liaise with the Training Officer and Operations to identify training requirements and have shared responsibility for ensuring 100% compliance in line with the Company training policy;
• Design and deliver training on core HSE policies as directed by the HSE Manager;
• Attend HSE meetings as directed by the HSE Manager;
• Handle day to day HSE queries from employees, managers and the union representatives
• Liaise with the UK team to develop HSE initiatives
• Any other duties deemed appropriate within the scope of the role and in line with skills and experience.

KNOWLEDGE/QUALIFICATION/EDUCATION

• Degree qualified in relevant subject
• NEBOSH certificate or alternative HSE qualification
• Must have a Strong practical working knowledge of HSE and legislation, ideally ISO 45001 (formerly OHSAS18001), ISO14001

EXPERIENCE
• Minimum 5 years’ experience in a HSE role, ideally in a fast paced, results driven, manufacturing environment;
• Able to conduct risk assessments to a high standard, identifying hazards, risks and suitable controls to minimise risk to a tolerable level;
• Able to conduct a thorough accident and incident investigation to ensure that the root cause is identified and suitable corrective and preventive controls are put in place;
• Strong organisation and prioritisation skills, demonstrated ability to manage a portfolio of activities in a systematic way;
• Demonstrates excellent presentation skills with the ability to communicate clearly and concisely;
• Works with minimal supervision; able to work under pressure to competing demands and stakeholders, strong customer focus;
• Experience of analysing information and presenting reports in a clear and simple way;
• Strong attention to detail and accurate record keeping;

TECHNICAL COMPETENCIES
• PC literate in particular Microsoft Office packages: Word, Excel and PowerPoint (ideally SAP);
