Our client is looking to recruit a Housing Needs Data & Finance Officer to collect, collate, analyse and produce information on performance and statistical data for their team. You will need to be able to collate and submit performance data on statutory and non statutory service provision as required and to manage financial records for budgets held within the department and provide a professional accountancy and financial advisory service to all levels of management and business partners. You will lead on the delivery of training, advice and information on the computerised operating system & database.

 

Duties & Responsibilities

 

·         Be responsible and lead on the production of reporting functions within operating computerised databases and systems, relating to service delivery, performance and accountancy of financial records

·         Collating and reconciling data relating to statutory service provision and submission of performance indicators and information to senior management and Welsh Government as required

·         To respond to requests and enquiries to produce and provide statistical data on service provision, performance data and financial records for partner organisations, senior managers and data management teams

·         Line management of administrative staff, ensuring functions relating to service delivery are monitored and maintained. Reviewing performance, writing reports and making recommendations to Team Managers on the responsibilities and function of admin staff. Responsible for relevant HR functions, wellbeing and professional development of the team

·         Liaise with internal and external partners to request, review and compile financial records and performance reports for Welsh Government grant funded projects and ensure effective negotiations with partners result in the continuous improvement to services

·         Management of financial records and analysis to inform budget monitoring, ensure accurate forecasting and identifying budget risk areas and make recommendations on appropriate strategies to address the risk

·         Be responsible for producing performance information and financial data held by NCC or external partners for the completion of funding bids

·         Administer invoices in line with set processes, ensuring that these are paid in line with policies and procedures

·         To contribute and adhere to the company’s financial regulations, standing orders, policies and procedures particularly in relation to procurement, data protection and confidentiality

·         To act as a systems contact and deliver training as appropriate to colleagues and stakeholders in the effective and proper use of the computerised operating system.

 

 

 

 

Essential Skills

 

·         Education to A-level standard or equivalent

·         A qualification or relevant experience in accountancy

·         An understanding of statutory service provision and financial management

·         Understanding of statutory homelessness services

·         Knowledge of grant funding within the public sector

·         Understanding of public sector accounting principles

·         Demonstrate significant experience in using database systems

·         Proven responsibility for maintaining complex records and data

·         Producing performance data and reports

·         Use of spreadsheets to monitor and maintain detailed records

·         Proven ability to train others in person and/ or produce guidance notes for others

·         Experience of working to tight deadlines with competing demands

·         Computer literate and ability to extract performance data from systems

·         Ability to think independently, solve problems and produce recommendations or ideas to meet set objectives

·         Excellent organisational skills and ability to prioritise work according to deadlines

·         Good analytical ability

·         Good communication skills and ability to provide information verbally or in writing to a high standard

·         Ability to manage a team with strong interpersonal skills and emotional intelligence

·         Able to work as part of a large team

·         Willingness to learn and develop skills independently

·         Ability to work with minimum supervision and use own initiative

·         Qualification in financial management

·         Experience of monitoring and maintaining financial data
