Our client is looking for a Project Officer to join their busy team. You will be playing a key role in supporting the co-ordination and delivery of Strategic Projects (internal and external departments) through providing general project development and management support, SLA development and contract management; and all aspects of programme monitoring (including financial).

 

Duties & Responsibilities

 

  • Co-ordinate all aspects of the approved LA led Community Renewal Fund programme, in accordance with the funding agreement and associated terms and conditions.

  • Support the relationship management with each of the lead partners identified, including the development (where appropriate) and implementation of associated delivery agreements to assist delivery and ongoing monitoring.

  • Monitoring and evaluation of contract performance, coordinating with relevant departments and external partners to ensure works and services are carried out in accordance with the performance requirements and terms of the relevant contract or agreement.

  • To work with finance to develop robust financial monitoring and claim processes to ensure project spends are compliant and in accordance with the grant requirements (evidence of spend, defrayment, claim submissions).

  • To monitor payment of invoices against agreed budgets and support in resolving invoicing discrepancies whilst ensuring timely payments are made.

  • To liaise with funding partners as required and prepare, update and monitor project cash flow and liaise with the Resources Department on all financial matters.

  • To act as the main point of contact for advice, support and guidance for all queries relating to the fund being administered; liaising with the funding body where required.

  • To assist in the investigation and exploitation of new and existing funding sources, seeking the input of other sections in the formulation of project funding proposals.

  • To support the Team on the development of project bids, financial business plans and financial options appraisals (including the preparation and presentation of affordability analyses).

  • To assist in the development, preparation and submission of bids for external funding.

  • Assist in the preparation of project progress, issue and risk reports.

  • Assist in any associated evaluation and project closure requirements associated with the fund.

  • To comply with the relevant sections of policy statements on Health, Safety and Welfare at Work.

  • To adhere to the principles of the Corporate Equality Policy and ensure commitment to anti-discriminatory practice.

  • The duties and responsibilities attached to posts are difficult to define in detail and may vary from time to time without changing the general character or level of responsibility entailed.The post holder is therefore expected to undertake such other responsibilities as may be requested provided the general character of the duties or level of responsibility does not change.

 

Essential Skills

 

·         Educated to Degree Level preferably in an appropriate discipline commensurate with the post, or equivalent. Demonstrable experience

·         Experience of working with external partnerships and other organisations

·         Externally funded project management experience

·         Excellent interpersonal skills including presentation, communication and negotiating skills

·         Knowledge and experience of computerised and office IT systems

·         Excellent literacy and numeracy skills

·         Ability to work under pressure and prioritise

·         Possess a flexible and co-operative attitude

·         Current driving licence and access to a vehicle for work purposes

 

Desirable skills

 

·         Experience of working with a computerised generalledger and appropriate feeder systems, together with a general understanding of financial procedures

·         General understanding of financial systems and accounting principles in local government

·         Preparation of funding applications

·         Experience of European funding

·         Experience of Contract Management

·         Knowledge of project management principles

·         Understanding of procurement processes

·         Welsh language skills are desirable (level 0 in all Welsh Language Levels above).
