They are currently searching for a Software Developer and IT Manager, to join to busy team near Cardiff Central.
THE MAIN OBJECTIVE OF THE POST:
To Improve and control the development of current Direct Payments Software in line with Strategic and Business Sales needs.
To develop a new Direct Payment software system, which is current, and meets the requirements and needs of service users, Local Authority employees and the Direct Payment Team.
Lead any large IT projects, including design and deployment of any new IT systems and services.
To resolve any payroll, HMRC queries/errors, which have occurred because of errors, made and are unable to be resolved by the Direct Payment team.
To be directly involved in Sales and marketing of the Direct Payments Software this will require travel and possible overnight stays.
To assist with bid writing and the development of software pricing structure as appropriate.
To carry out customer training and respond to queries.
To review and tender the Infrastructure IT management Contract for our client.
Carry out Staff Training in the use of Direct Payments Software to Direct Payments staff as required. This will also involve short periods of travel within the UK.
To purchase control and maintain IT software applications on our client’s systems.
Troubleshoot hardware and software issues related to internal IT.
Develop test strategies for new hardware and software.
Monitor performance of information technology systems to determine cost and productivity levels, to make recommendations for improving the IT structure.
Control the purchasing of our client’s Hardware
To be involved in the implementation of change within the organisation this will involve close liaison with senior Managers and Trustees
Assist with IT issues in our client’s office.
YOUR RANGE OF DUTIES WILL INCLUDE:
Liaison and Sale with possible Software Customers – B2B sales
Liaison with our client’s Infrastructure Management Contractor
Developing and maintaining DP software using VB.NET / ASP.NET
Resolve any payroll, HMRC queries/errors which have occurred because of errors made and are unable to be resolved by the Direct Payment team.
Full stack web development using the .NET Framework, working on our client’s bespoke software systems
Updating and improving all existing software
Working with colleagues and stakeholders to design and build new software systems and solutions
Providing technical support for existing software to users
Testing and debugging new and existing software
Producing documentation and/or providing training for end users.
Produce detailed software specifications
Write and commission programmes from specifications provided
Maintain IT software and systems once they are up and running
Present ideas for system improvements, including cost proposals
Assisting with the preparation of bids for further Direct payments contracts and software

PERSON SPECIFICATION
Essential:
Valid Enhanced DBS
Degree or equivalent professional qualification (computer science or related subject would be preferable but not essential) and/or
Relevant work experience indicating a graduate level of ability
Willing to continue to learn about industry trends and development
At least three years’ experience of software development
In depth knowledge and at least 3 years’ experience of software development and/or configuration using VB, VB.NET, ASP.NET, Visual Studio, MSSQL Server, SQL Server Management Studio, IIS
Dealing with software sales will be an advantage
Have technical knowledge of computer hardware, and applications
Proven track record of working within a busy, client focused organisation
Working knowledge of procedures used in the installation, modification maintenance and repair of IT hardware and software
Experience of developing for the web (desirable)
Ability to manage ongoing activities such as projects or development work streams; including planning, monitoring, problem resolution and reporting.
Must be legally entitled to work in the UK
Must have access to licensed and appropriately insured vehicle (insurance to include business use/carriage of IT equipment)
Able to work flexible hours i.e. outside of 95 if required
Must be able to travel within the UK for short periods (up to 3 days or more at a time)
Communicate effectively
Be able to furnish documentation, reports and design plans
Have sound analytical thinking

Desirable:
Experience of VB.NET, ASP.NET, Visual Studio, MSSQL Server, SQL Server Management Studio, IIS
Good understanding of client-side web technologies (HTML, CSS, JavaScript, JQuery, Bootstrap)
Good understanding of Object-Oriented Programming (OOP) concepts
Knowledge of interaction design, usability and accessibility
Experience of source/version control, ideally Git
Additionally, knowledge of web-based programmes, as well as traditional programmes such as Java
Personally effective with the ability to build effective working relationships with team, staff and suppliers
Effective written and verbal communication skills.
Ability to deal with a demanding workload and deliver outcomes within a defined timescale.
